The final and third phase of the project is intended to operationalize the principals, policies and priorities identified in Phase 2 (Planning).  Short and long terms goals will be identified and monitored for the years to come.  The ultimate goal of the project is to help channel investment and catalyze positive change in the economic and social dimensions of the downtown.
