The second and most consultative phase of the project will build on the information and analysis of Phase 1 (Foundation) to help develop a collective vision, re-development plan and a socio-economic strategy for downtown.  The three deliverables are inter-related and will allow the city to effectively address the various dimensions of downtown revitalization.
